Larimer County Commissioners Vote to Adopt 2025 Amended Master Plan for The Ranch Events Complex

Plan advances a phased roadmap to grow The Ranch into Northern Colorado’s multi-event and entertainment destination—while strengthening 4-H, community access, and long-term financial sustainability.

LOVELAND, Colo. (Jan. 29, 2026) — On Jan. 26, 2026, the Larimer County Board of County Commissioners voted to adopt the 2025 Amended Master Plan for The Ranch Events Complex, launching the formal adoption process for a guiding framework that will shape future planning, development, and implementation across the County’s 315-acre fairgrounds and multi-event campus in Loveland.

The amended plan updates the roadmap for The Ranch and supersedes the 2017 Ranch Master Plan, the 2019 Strategic Implementation Plan, aligning future work with the community-backed funding framework, including the voter-approved 0.15% dedicated sales and use tax extension through 2039.

Importantly, the updated plan maintains continuity with earlier planning, reflects the campus’s current state, and incorporates 72 acres of newly acquired land into long-range planning to support future needs.

“This Master Plan is our blueprint to build The Ranch into Northern Colorado’s multi-event and entertainment destination, one that stays rooted in community and 4-H while we modernize, grow capacity, and attract major events,” said Conor McGrath, Managing Director of The Ranch Events Complex. “Our responsibility is to do that sustainably, strengthen the local economy, and keep The Ranch on a path toward long-term financial self-sufficiency.”

Larimer County Commissioner Kristen Stephens emphasized during the land use hearing that the amended Master Plan reflects Larimer County’s commitment to the community, to 4-H, and to the 4-H leadership program, and encouraged residents to read the plan and visit the website to see how clearly The Ranch is positioned as a community gathering space.

A Community-Driven Roadmap for What’s Next

Developed with extensive public engagement, the amended Master Plan reflects community priorities including youth programming, flexible multi-use event spaces, concerts and festivals, rodeo and equestrian traditions, expanded sports offerings, and an improved guest experience.

The plan organizes major improvements into phased work, building on foundational projects completed through 2024 and advancing a set of concurrent Phase II projects through approximately 2030.

Phase I Projects Completed Through 2024- Foundational Improvements (2019–2024)

Phase I focused on delivering foundational, community-first improvements that expand access, strengthen youth and agricultural programs, improve safety and mobility, and position the campus for long-term growth.​ Projects completed through 2024 include:

Origin Arena- A 4-H, Youth, and Community Arena
95 RV sites with electrical and full-service options
Trailer parking
Equestrian center warm-up arena upgrades and expansion
Roadway and traffic flow improvements
Acquisition of 72 adjacent acres of land

Phase II Projects (2025- 2030)

Phase II is designed to expand and modernize facilities, improve campus functionality, and grow revenue-generating capacity, while continuing to support community use. Phase II is divided into publicly funded projects (Phase IIa) and public–private partnership projects (Phase IIb).

Phase IIa — Publicly Funded Projects (2025- 2030)

Event Lawn Expansion & Outdoor Amphitheater: 21 acres of lawn with an outdoor amphitheater that will include fixed seating, lawn seating, and VIP viewing areas
Youth Hockey & Sports Facility: A modern youth sports hub anchored by three indoor ice sheets. multi-sport flooring ability, training spaces, locker rooms, and family-friendly amenities.
Event Center Expansion & Modernization (Blue Arena): Expanded and enhanced seating (including premium options), new lounge and terrace areas, upgraded concourses, modernized technology, and a new premium entry plaza
Event Plaza: A 130,000 sq. ft. outdoor hub featuring a community stage, play area, and covered pavilions.
Campus Infrastructure, Wayfinding, and Sign Enhancements: New monument signs, clearer wayfinding, ADA paths, and improved parking.
4-H Sanctioned Outdoor Archery Range: A dedicated space on campus for 4-H youth and the broader community to practice.
Roadway & Utility Upgrades: Traffic flow, parking, utility capacity, and operational logistics to support growth.
EV Charging Stations: Eight Level 2 ChargePoint ports; open to the public as of Dec. 3, 2025.

Phase IIb — Public–Private Partnership Projects (2025- 2030)

New Exposition Center: column-free exhibit hall, meeting/breakout space, and banquet/ballroom capabilities as part of an expanded convention offering.
Full-Service Hotel: headquarters hotel to support multi-day events and strengthen The Ranch’s ability to attract larger conventions and competitions.
