Fort Collins-Loveland Water District to Begin Construction on the Western Backbone Project on Monday August 28, 2023
Traffic impacts expected as work on waterline installation gets underway.

FORT COLLINS, Colo. (Aug 23, 2023) – Fort Collins-Loveland Water District (FCLWD) announced today that the first phase of the Western Backbone project will begin construction on Monday August 28, 2023, with the installation of a 36-inch/42-inch waterline along Taft Hill Road. As part of the district’s ongoing system improvements, this 0.5-mile section marks the commencement of a 4-mile, multi-phase project designed to ensure access to high-quality, reliable water for generations to come.

FCLWD’s waterline work will cause significant impacts to traffic in west Fort Collins starting on Monday, August 28, 2023. During the project, the following areas will be affected with roadway restrictions, detours, and closures:
• Lane shifts will occur along Taft Hill from Horsetooth Road to Harmony Road. Turning restrictions will also be in effect. This activity should be complete by late December, weather permitting.
• Harmony Road at Taft Hill will be closed starting in September, and reopened by early October, weather permitting. Through traffic at Taft Hill and Harmony Road will be detoured onto Trilby Road and Horsetooth Road. Turning restrictions will also be in effect. Eastbound and Westbound traffic will be maintained; however, delays can be expected.
• Following the Harmony Road closure, Horsetooth Road will close in early October and reopen in December, weather permitting. Through traffic at Taft Hill and Horsetooth Road will be detoured onto Drake Road and Harmony Road. Turning restrictions will also be in effect. Eastbound and Westbound traffic will be maintained; however, east and west traffic movements will be restricted for a short duration.

The FCLWD team understands these projects can be an inconvenience and they are dedicated to completing installation quickly and efficiently to minimize impact. Access to residences and businesses will be maintained for each phase, but drivers may need to use alternate routes and allow extra time for commuting. FCLWD does not anticipate any interruption to water services, but if necessary, residents will be notified via a door hanger 24 hours before.
