Since Colorado voters approved TABOR in 1992, it has been praised by some as an important safeguard on government growth while others argue it limits the state’s ability to invest in critical public services. Over the years, portions of the amendment have been modified, challenged and debated, yet it remains one of the defining features of Colorado’s fiscal landscape.

As voters prepare to consider potential changes this November, this conversation is an opportunity to better understand what TABOR is, how it works and why it continues to generate passionate discussion across our state.
