The 2026 election gives Colorado voters the opportunity to weigh in on significant issues with implications for our statewide and regional economy.
In September, CIVIC Conversations participants discussed proposed changes to Colorado’s income tax structure and other tax issues appearing on the ballot. This month, we’re continuing the conversation with a closer look at two more measures voters will consider in November: Proposition NN and Front Range Passenger Rail District Issue 7A.

What’s on the Ballot?
Proposition NN asks voters whether Colorado should raise the state’s annual fiscal-year spending limit by an amount tied to public K-12 education spending. The measure would increase state investment in K-12 education by 2% each year for the next 10 years, with the additional investment directed toward teacher pay and retention, smaller class sizes and expanded access to career and technical education.
Front Range Passenger Rail District Issue 7A asks voters within the district to approve a 0.333% sales and use tax and authorize debt to construct, operate and maintain Colorado Connector passenger rail service along the Front Range, including service connecting Fort Collins and Loveland with communities to the south.
