Protect our Neighbors – means that communities that meet certain criteria have less stringent restrictions than under Stay at Home and Safer at Home. Strong local public health and health care systems are the key to reopening the economy. Different communities will be at different phases, based on local conditions and capabilities. Local communities can also still apply for a variance from Safer at Home.
Governor Jared Polis has issued an update on how the state is responding to COVID-19 and introduced the Level 2: Safer-At-Home Executive Order and Public Health Order. The order will expire 30 days from April 27, 2020, unless extended further by Executive Order.
The CO Department of Public Health & Environment and the CO State of Emergency Operations Center has created industry-specific checklists that businesses must follow prior to reopening:

On March 27, 2020, President Trump signed into law the CARES Act, which provided additional assistance for small business owners and non-profits, including the opportunity to get up to a $10,000 Advance on an Economic Injury Disaster Loan (EIDL). This Advance may be available even if your EIDL application was declined or is still pending, and will be forgiven.

If you wish to apply for the Advance on your EIDL, please visit www.SBA.gov/Disaster as soon as possible to fill out a new, streamlined application. In order to qualify for the Advance, you need to submit this new application even if you previously submitted an EIDL application. Applying for the Advance will not impact the status or slow your existing application.

The SBA provides emergency disaster loan assistance to eligible small businesses. Colorado Small Business Development Centers (SBDCs) have extensive information on eligibility and the application process on their websites. Each SBDC can provide knowledgeable, one-on-one, confidential business counseling related to choosing to apply and completing the application. Our local SBDCs include: Larimer SBDC (Fort Collins), LBDC (Loveland), East Colorado SBDC (Greeley) and Boulder SBDC. Colorado’s Office of Economic Development and International Trade (OEDIT) has a Disaster Response Hotline for businesses that is open for your questions as well (303) 860-5881.

The Express Bridge Loan Pilot Program allows small businesses who currently have a business relationship with an SBA Express Lender to access up to $25,000 with less paperwork. These loans can provide vital economic support to small businesses to help overcome the temporary loss of revenue they are experiencing and can be a term loan or used to bridge the gap while applying for a direct SBA Economic Injury Disaster loan.
Who is Eligible: Any of the following who have a business relationship with an SBA Express Lender: small businesses, non-profits, veterans organizations, tribal businesses, ESOPs and cooperatives with less than 500 employees, sole proprietorships, self-employed individuals, and independent contractors
How to Apply: Talk to your local lender and find out if they are an SBA Express Lender.

The Community Foundation of Northern Colorado (CFNC) and United Way of Larimer County (UWLC) are committed to identifying local nonprofits that work with people disproportionately affected by the consequences of COVID-19. The Colorado COVID Relief Fund’s purpose is to raise and coordinate allocation of funds based on prevention, impact and recovery needs of community-based organizations in Colorado. This Fund is organized to ensure that the most acute community needs across the state are being addressed and that community voice is reflected in all funding decisions made over time. Through this Fund, eligible community-based organizations across Colorado may receive a general operating grant of up to $25,000.

New Belgium has established a Bar & Restaurant Relief Fund. We invite businesses and individuals, who are able, to donate to support the many food and beverage employees in critical need of financial assistance right now. Food and beverage employees who have been laid off or furloughed in Fort Collins can apply for a small grant in the amount of $350 per individual. These grants will be distributed to help as many qualified applicants as possible.

Tips for Maintaining Water Quality in Low or Unoccupied Buildings

Fort Collins Utilities recommends the following steps (every building will be different depending on plumbing configuration, building size and number of faucets):

Begin at one of the furthest sinks from the water main (usually located on the highest floor, furthest from the street).

Turn on the COLD water faucet and let it run until the water flowing out is consistently cold (see below paragraph for time estimations). Do not attempt to flush by running the hot water.

After this, you can run the COLD water from each fixture throughout the building until that water also runs cold.

Early Childhood Council of Larimer County (ECCLC) is working to connect families in need of emergency childcare to licensed providers with openings. While some care providers are temporarily closing, others remain open and have availability.
ECCLC is first directing families in need of care and who are employed in an essential business/sector as defined under Colorado Executive Order D 2020 017 to visit the state’s Emergency Child Care Collaborative. Families that do not hear back or have success via the state’s resources, should complete ECCLC’s survey so they can be connected locally to providers with openings.
